The Taiwan Semiconductor Manufacturing Company (TSMC) is one of the world's largest manufacturers of chips for AMD, nVidia and others. At the moment, these companies are waiting for the TSMC to transit from the 45 to the 40 nm production process.

TSMC has decided to skip the 32nm phase and eventually make the change to the 28 nm process in the first quarter of 210. The 28nm chips will be produced conforming the ‘high-k metal gate-technology' (HKMG). This could be positive for AMD and nVidia, seeing as they will be able to produce their chips on 28 nm in just 18 months.
TechConnect Magazine rumored that the 28 nm chips will come in two versions, a so-called 28LPT (low power/high performance) and 28HP (high performance).
